I dunno who said it but it's true. "A difference that makes no difference IS no difference" or as Lincoln is supposed to have said. "you can call a tail a leg but it's still a tail".

Well Dirty Harry isn't too sure of what voluntary means. He know's its a good thing and he'd like people to think he's in favor of good things. Consequently he's trying to redefine "mandatory"....as in mandatory taxation....into "voluntary " taxation.

Expect to see more of this kind of behavior.
